Ruen Municipality is situated at the southern foot of the Balkan Mountains and in the valleys of the rivers Luda Kamchia and Hadjiyska on a territory of 690 km2. It consists of 42 villages, represented by 38 mayoralties, with a total population of 33,802 people. The village of Ruen, with 2,500 residents, is the administrative centre of the municipality.

Ruen Municipality is part of the Southern Planning Region.It falls into three types of climatic zones: transitional-continental, moderate in the northern parts and influenced by the Black Sea in he south-eastern parts. Minimal winter temperature is -15°Á; maximal summer temperature reaches above 30°Á.The prevalent type of soil is maroon forest soil. Some parts of the territory have leached and grey forest soil, favouring vegetable and fruit-growing, vine-growing, growing of oriental tobacco, cereals, oil-yielding crops, cultivated herbs, aromatic plants and spices.The municipality possesses a rich forest fund. Over 60% of the total municipal land is covered with forests. Forest areas consist mainly of deciduous trees – oak, beech, cerris oak, hornbeam, and others. In the wooded areas there are great amounts of wild mushrooms, medicinal plants and wild fruit of economic importance. There are, as well, a relatively large number of different types of game, which is a precondition for the development of hunting tourism.Another attraction for the region is the possibility for bird-watching. Some of the rarest bird species nest here, most of which are listed in the Red Book of Bulgaria, for instance, the black stork, the small and the imperial eagle. The municipality is located at relative proximity (55 km) to the district administrative centre, the city of Bourgas, and the holiday towns and resorts on the Black Sea Coast, above all, to Sunny Beach (35 km), which creates opportunities of seasonal employment for the active population and development of alternative forms of tourism - eco and rural tourism, in some areas of the municipality.Ruen Municipality is situated near ¦-6 first class road (Sofia-Sliven-Burgas), which facilitates the connection among the administrative and industrial centers in this region of the country. The municipality has a road connection with the cities in North-East Bulgaria (Shumen and Varna) through Aitos- Provadia mountain pass. It is the link between Thrace and Hemus motorways. The territory of the municipality is crossed by the railway line Karnobat – Varna with three railway stations in the villages of Lyulyakovo, Daskotna and Tranak. The age structure of the population in Ruen Municipality is varied. According to statistics from the National Statistics Institute, Ruen is the only municipality in Bulgaria with a positive natural growth for 2005.There are two secondary comprehensive schools, named Otets Paisii and Elin Pelin, on the territory of the municipality.Specialized non-hospital medical assistance is provided by Medical Centre, Ruen, Ltd. Eighteen general practitioners and seven dentists work in the municipality.Ruen Municipality has good traditions in the field of sports. The best-developed kinds of sports are wrestling, horse-riding and football. The amateur team in traditional Balkan wrestling (the only one of its kind in Bulgaria) has won several international prizes in Republic Yugoslavia, Macedonia, Greece and Turkey.There are old traditions in crafts: pottery, woodcarving and carpentry, iron working and making horse carts.In Ruen Municipality one can see interesting nature phenomena – rock formations, conservation areas and protected species of plants, which are included in the implementation of the tourist strategy of the municipality.There is no heavy industry in Ruen Municipality. The main sectors in the economy of the municipality are agriculture and textile industry, which generate about 30% of the local gross product. Other sectors of importance are trade and transport. Almost all businesses are small and medium.Limestone and inert building materials are derived from natural resources. There are big deposits of clay, which are yet to be developed.
